They even have the AG send letters out to companies who sell gun parts, ammo and now vape juice and vape supplies, in anticipation of future unconstitutional laws, and get them to stop shipping to NY in fear of being sued, fined, etc. for example they had a law requiring background checks for ammo, banning online sales in 2013 or so. It was quickly overturned, but many big online dealers still refuse to sell to us, because you need an army of lawyers to make sure you aren’t breaking the law in NY. Additionally, when they passed the unSAFE Act in 2013, the police said they wouldn’t enforce it, so they exempted LEO and they said ok. So you go to the gun store and half the shit says LEO only. Legally, that's bullshit, but it also means that they aren't coming for non-felon purchases of the paperweights just yet.
At the same time, I think the master plan is to dump so much risk and potential liability onto retailers that most will eventually give up.

"80% receivers" require one more machining step before they are legally firearms, below that completion level they're unregulated and can be sold the same as any other piece of plastic or metal.
