That's because it doesn't mean anything. Every year during the holidays, the President can choose to make the previous day (or at least half day) into time off for govt employees. It's very common. I've worked around govt employees for years, and they almost always either get that day off, or are sent home at noon.

I didn't know an Executive Order was required to go home a few hours early on Christmas Eve. Our boss just says 'OK guys, that's enough, head on home'. Its not like anyone's doing very much anyway.

Yeah, your Chain of Command has to authorize half days for mil and 59's for civies.
