I think he's exhausting every option on purpose - so he can legitimately claim he tried every option, but the corrupt would have no part of it.
He will be able to tell America legitimately he gave the courts and the legislatures every opportunity to make things right and reject the growing corruption - to clean it up and restore faith in the electoral institutions - yet, they would not.

I agree he's likely exhausting every option first. But just pray he actually does use the EO and soon. I know SCOTUS cases are still docketed, but at this point I don't think much will come of them. If there was foreign interference in the election, can he not act at the same time with the EO and SCOTUS cases? Just wish he would do this now.

Actions are taken based on the report. The EO list such actions. Martial law or insurrection act may need to be used to apply those actions.
