I wouldn't buy from Ebay or Amazon. Look for the manufacturer, like Team Wendy etc then find their authorized distributors otherwise you're likely to get a counterfeit. Who knows what performance you'll get from a knock off. If the price is exceptionally low be wary in the absence of third party evidence that the specific helmet works as you expect it to. If you're not trying to look OAF then the surplus store works fine.
By cheap, I mean 400-500. They are made by American companies. They do't have all the "creature comforts" of say Team Wendy or pricier names. Ballistic armor gets a NIJ rating like motorcycle helmets receive a DOT rating. The only thing you pay extra for is name and comfort. The protection rating is still the same level.
Pick up a surplus ACH or MICH. If you can afford a nice FAST helmet, there are companies out there that have them for arounf $450 or so.
OR... take an old style helmet and make your own modifications.
the older MICH helmets are just FAST helmets with ear covers :-p
