This is referencing the opening of the Electoral College votes in the House on Jan 6th, VP Pence in charge. If one House member objects to the certification of the votes of a state, they basically need one member of the Senate to agree to/support the objection. Then there is discussion/argument in closed session... two hours I think. If there is no agreement, I believe it goes to the Senate... not sure on that. If and when there is a vote in the House, it's one vote per delegation. The count on that is 30 Republican, 20 Democrat as we control 305th of the State Legislatures. That's the way I understand the process.
