I'm still skeptical of a lot of stuff, as we all should be... But I indulged in a little "no way" acronym comparison between "Nothing Can Stop What Is Coming" and "National Council of Statewide Interoperability Coordinators."
If I summarize correctly, it looks like they've been installing and building a nationwide communications network for a couple years in case the whole modern grid goes down - so the cops, firefighters, and medics can still talk.
This is EXACTLY what I would have if I were them.

I live outside DC. Storm has come and gone..... yesterday. And it was not a big deal.
It was also sunny and close to 40 today so much of what DC got probably already melted. That’s very typical for our weather around here.
