Most (not all, most) county sheriff departments are upstanding and err on the side of the public more often than not. Once you get out of the cities, this is doubly true.
Not saying to blindly trust anyone, but if I were to choose between a city police force and a county's sheriff's department, I'd choose the sheriff nearly every time, with few exceptions.
Give the money to the Sheriffs. Let the cities rot.
