The Georgia run-off statute (Georgia Code Title 21. Elections § 21-2-501) seems absolutely clear that you can't vote in the run-off election unless you were eligible to vote in the original election, i.e., you can't register now (whether legitimately or not) if you weren't registered before and then vote in the run-off.
