Irregularities on whitehouse.gov petition

We the people posted a petition for GEOTUS to invoke Insurrection Act here:

I have been watching this for a couple days. Whats weird is that the number of signatures regularly goes down and then back up again. If you refresh the page several times you see it happen sometimes. What is going on here?

Would be interested to know if the people who made the petition are aware of this. I can't be convinced only 2,900 people have signed this in the past few days.
