No. That only gets president Pelosi. If he denies them they vote immediately in the House.

No, it's only President Pelosi if they postpone past the 20th. If they count on the 19th there's no problem.

Only clear date in the constitution is Jan 20th. If there is no president by the 20th the speaker of the house is the president. Trump is legally president until the 20th.
