Why nope? Just because he hasn't yet doesn't mean it been his last resort all along. He pretty much HAS to exhaust all other options before invoking the Insurrection Act.
Firstly, neither he nor anyone with any real power has even hinted at the possibility. Second, he's just not that kind of leader who wants to get his hands dirty and risk it all. He's a business man with a large family and legacy to think about. Insurrection Act would mean risking absolutely everything for not only him but his kids as well. He's too pragmatic for that sort of move.
