How then does this community, who, based on the short time they "had" it, are definitely not immune, able to be like that and not have the virus slip back into Wuhan.
Because the virus is just the common cold and isn't a big deal. China knows it, they just tricked the world into killing their laws and economies over it.

The party has been bamboozling non stop about the US doing an awful job and how awesome they are, so they cannot say the virus is back in China yet, when there have been cases it's has always been the fault of "foreigners", usually Chinese coming back to China, but I'm hearing masks are coming back in places where they didn't wear them. They may make another round of lockdowns and say see? We fixed it again.
