I keep seeing posts with the question "Who gave the word to stop counting?" So, I decided to put the list together with timestamps, to better see the picture. Well I didn't get too far, I feel like I've missed a few links, but looks like I either suck at searching (could be) or the engines have been scrubbed (more likely). After swimming through lots of MSM and "fact-checkers", I aggregated the list below. Then I had a nice whiskey. If another Pede wants to add/correct, please post below, this can be a living thread.

City/County, State, Date, Time, Link Overview https://www.thegatewaypundit.com/2020/11/six-battleground-states-democrat-governors-pause-counting-election-night-coordinated/

GA Fulton County GA Nov 3 1030pm (later finding out after everyone left to continue counting in secret until 1am) https://www.thegatewaypundit.com/2020/11/six-battleground-states-democrat-governors-pause-counting-election-night-coordinated/

MI

NC all NC Nov 4 (because there were none to count?) https://g105.iheart.com/featured/the-showgram/content/2020-11-05-watch-why-the-presidential-race-hasnt-been-called-in-nc/

NV all NV Nov 4 900am https://www.boomlive.in/world/has-nevada-stopped-counting-votes-till-november-5-not-really-10513

PA Philadelphia PA 930pm (says they only stopped counting mail-in ballots and will resume at 9am the next day) https://archive.vn/YXlxF

VA Stopped counting if not completed by 11pm. https://potomaclocal.com/2020/11/03/election-day-in-virginia-largely-uneventful-state-officials-say/

WI all WI Nov 4 230am https://www.jsonline.com/story/news/politics/elections/2020/11/04/wisconsin-didnt-find-ballots-stop-count-voter-fraud-claims-untrue-politifact/6165435002/

So far, GA and PA are confirmed to be the same date and time, 1030pm (not the whole state though).

Also of note: in the Fulton County election officials' 7pm zoom call on election night, Ralph Jones says (starting at around the 18:20 mark):

“Well, we’re gonna work, until we can probably get it done…as much as possible. Since it’s 6 o’clock now, somewhere around 6 o’clock and, we’re” gonna (here, another person corrects him to say that it’s actually 7 o’clock) “7 o’clock now, we’re gonna pull the files around, see where we’re at at 10 o’clock and make an assessment to see if that’s, if that’s all we have to do. We’re finalizing the last 30,000. We got about 30,000 more that we got to process within that time frame. So we’re about 30,000 behind of the ones that were received and the ones that we've processed."
