Sounds like a great reason for the INSURRECTION ACT when terrorists are establishing "Autonomous zones" and preventing the judicial system from functioning.
We should make our own autonomous zone. Have it encompass the entire boundaries of the USA, assign it a constitution and then create militia to enforce it.
