Why would these be enabled and allowed, multiple times, with armed guards, barriers and no negative press? Consider the reasons why they would want you to dismiss and ignore these zones after the first one proved such an embarrassing failure, then make more of them.
Looks like Sarajevo in 1992, when Serbs and Muslims entrenched their parts of town or Vukovar 1991, when Serbs and Croats started enclosing themselves.
