Misleading headline. She was laying out a hypothetical to show how it would be illegal.

Where she is wrong is that in the hypothetical she lays out the person asks a foreign country to hack a US agency to get a document that it is illegal to release. All of those are crimes by the potential perpetrators, and by extension, a crime by the person soliciting it.

What Trump did is point out that Hillary's emails -- illegally deleted under subpoena by her team -- had NEVER been secured (another crime) and because of that every foreign government had already gotten all the information and could help the investigation by releasing the "lost" emails.

I'm not sure that a foreign government taking emails from the US secretary of state when she has an unsecured email server in her home can be considered a crime.
