Been getting conflicting information. We'd obviously prefer by delegation and I think that's how it is in the constitution. And if they disagree on enough to bring it below 270 for both, it goes again to delegation by state for the final outcome?

See page 6. It's a full US House vote and a full US Senate vote. each state is done one at a time.
Where are you reading that? If you are talking about objections, that's not how it works.
