It's clear SCOTUS no longer wants to rule on politically sensitive cases, they'll running out the clock so Biden is inaugurated and they can drop all these cases

This is actually a correct ruling. In the oral arguments this seemed like the most likely outcome, because the lawyers for both sides agreed that 1) as soon as the president actually sends apportionment they will both be right back in court fighting over that matter and 2) that the President does indeeed have power to ask for the details he is asking for

Congress that doesn't want to vote on laws or follow the Constitution Supreme court that doesn't want to make rulings on cases.

Folks, we no longer have a functioning government.
