He's the 'team leader' for the Texas case, if I remember correctly.
Roberts doesn't get to decide. If there are four justices that want to take up a case, they can take it up.
But because the court is politically corrupted, they might decline to rule on something if it will set precidence and they know they dont have the votes to get the outcome they want.
4 of 9 can grant writ of cert. 5 of 9 can grant a stay.
