They don’t have immunity from criminal prosecution. The idea would be that a program like this is established so that upper rings of these agencies where they may have witnessed or engaged in wrong doing, are given immunity for anything they disclose to the appropriate body. It allows a system to get to the bottom of systemic wrong doing fast.
