To my knowledge this is how the states get their Electoral College votes, it's based off of population from the census. So if there's like 4+ million illegals living in lets say california, their 55 electoral votes would take a hit. That's my understanding of it at least.
What does it matter if you count them or not if some states are going to let them vote anyways?
