Cops are all talk never any action unless they can abuse their powers. They are a standing army; I tell everyone in my family who kisses boot thinking the police would never do anything against the people, that they are the force that always enforces tyranny, gun confiscation and round ups of "unwanted". Stazzi, Nazis, Chinese. . . Every society where dictators take power the police fall in line, heel and step.
Im sure the Russians, Germans, Italians, Chinese, etc, all thought the same "The Police/Military would never go against us!"
I think a team of highly trained investigators would still be necessary but they don't need the muscle. They could be like "look we solved who the pedophile playground molester he lives here and this is his picture. They can put it out and wait for the militia.
