There’s all sorts of stuff , depends on whether the electoral votes are ‘regularly given’ etc. if they electoral votes are ‘regularly given then booth houses must agree to have them thrown out , if they are not ‘regularly given’ then both houses must agree to keep them.
That’s not true. It takes ONE representative and ONE senator.
That only gets congress to debate it.
