You need a majority in BOTH houses for this to work, so this is hopeless. I don't understand why people are latching onto this when it has absolutely no hope of happening.
You need 1 from each house to invoke a debate. That is the first step. It prolongs the process from less than an hour to many hours...... ( not sure if it's 2 hours total for all states objected to or up to 2 hours for EACH state.)
