Executive Sessions (E.S.) have rules. You can't just do it.
Someone could go dig out the AZ / Maricopa County Rules.
The board should have stated one of the legally allowable reasons, publicly, before they went into E.S. In some locations you can't go into E.S. unless it's already on the agenda.
Depending on their rules, certain actions, like votes, may have to be taken after the board comes out of E.S. The minutes of an E.S. around here are public, but not until after the reason for it is over, but some jurisdictions do impose a time limit.
E.S. is also used as a delaying tactic. Go into E.S, for a valid reason, and stay there for enough time for the media, spectators and others to lose interest, or the 11pm news to be over so the story doesn't get immediate coverage. Technically legal if the reason for the E.S. was legal.
