This refers to the EO about the ability of US investors to purchase shares of Chinese stocks. Specifically, whether to include subsidies of prohibited Chinese companies named in Trump's Nov EO that are part of the CCP. State/DOD wants to include subsidiary companies as part of the prohibited companies, Treasury wants to give subsidies an exemption from the EO.

Giving the appearance of strength and fortitude, but it's rotten to the core on the inside, hollow, and our enemies are waiting for just the right wind to come and topple it over.
