So if these businesses are boarding up in preparation for some huge announcement, or Trump turning the knob to 11 in some way, why did these businesses hear about it but we haven't? Or was this is a decision by the city government?

I live in the DC area and stores have been boarded up for weeks at least. This is non-news.
I don't see Kyle lying about it.
Kyle doesn't have to be lying. He could simply be mistaken, or somebody could have given him bad info.
If this is true, it's very interesting, but we need to know that it is definitely true before we speculate.
