Caesar did not cross the rubicon without thought. He tried the legal route first. But even when offered to give up most of his provinces and legions he was rebuffed. Then he crossed.

Agreed. Caesar exhausted most of if not all his available options at the time before making the decision to cross, and it was not a decision he made lightly either.
