I mean, I can't verify that this tweet is truthful but I don't think it'd be that difficult for a motivated person to do. Go county by county, get the population, then get the total votes for each candidate. Find out what percentage of the vote Joe Biden got in each county, and then compare it nationwide between Dominion/non-Dominion. I'd venture to say a very smart person could knock this out in not too many hours.
