Democracy is just a method of selecting seat holders. It has some pretty awful incentives(high time preference, quiet socialized costs/publicized benefits, elect a new people) that require an arsenal of limitations to correct. American Progressives unifying mission through the 20th century was tearing out all the safeguards that allowed voting to be a good thing here. This produced the deep state which frustrated Trump and prevents all reform that isn't giving the elite more money/power. The reason defense/healthcare/education are so massively expensive all go back to the same democratic cause.
So Trump needs to roll out an audacious platform with his power grab. Freed of the shackles of the nothing he can through the normal channel he could promise the reforms that the establishment has thwarted for generations. Ranked choice voting, legalized weed, healthcare reform, a defensive military, states rights, student debt/loan reform, etc. He could list all the graft that our bloated government has accumulated and end it. Not only could he, but he would need to. He would need non-insane/Progressive Democrats to go along with it. He would be pausing the Constitution to get this done and would need to draw his legitimacy from pure popularity. Thus he would need to promise a popular platform to even get started.
