(2) subject to section 205, convey grants of that land to eligible Black individuals at no cost to the eligible Black individuals.
The requirements are agriculture related and the recipient of the conveyance must demonstrate the ability to use the land in the production of goods.
This is actually the kind of healing that is positive for society. This is the stuff we should applaud. Be angry about endless welfare and the disenfranchisement of fathers, be angry about crime rates and such but this is the sort of stuff we SHOULD embrace because it enables productivity and achievement.
The participants will determine if they are willing. If they ask to buy your land and you say no, then that's it. If they try to blackmail you then fight it. It's no more or less likely to happen because of this law.
The US government has used land grants extensively throughout our history to encourage development. I think you the one that needs a history book.
