Ratcliffe is using the Dems own dirty tactics against them. Remember when they falsely claimed a water pipe broke in a vote-counting building to cause a false evacuation, allowing the Dems to pull out briefcases of bogus ballots? Later on it was found there was no broken water pipe.

The EO states that the DNI shall deliver an 'Assessment'. Maybe using the word report was intentionally misleading.
