People really should drive, especially if they can afford to rent an RV or camper. I live in the DC area and while there's a lot of hotels, I suspect there's nowhere near enough for this.
Planes are also pretty limiting on what you can bring and frankly, driving across our great nation is a patriotic action in and of itself.
Not too many options inside DC, but plenty in Maryland and Virginia. Getting into DC you either want a bus, which hopefully some groups will organize or use the metro. You do NOT want to try driving and parking actually in DC proper.

This is going to be July 4th fireworks bad in terms of traffic. I will park outside the district and bike in.
