Absolutely. DC recently posited that the Constitution does not matter. As such, all lesser laws, which derive their authority ONLY from the Constitution also do not matter, while any and all "laws" that were repugnant to the Constitution (such as a so-called DC weapons ban) have ALWAYS been void, as ruled in 1806 in Marbury v Madison.
