The story all summer was that massive amounts of people were leaving the big cities, which would lower the population in the big cities to rural areas. So even with fewer votes in those high population areas somehow they had to throw in 20M more votes to get the scam to work but only in few locations. Guess that's how they say not "widespread" because they used only a few areas for the fraud?
