It looks like the multi dose vial adapter that is used for multi draw bottles. It’s supposed to stay on the bottle and you put a needle on the syringe after you draw it up so you don’t have to puncture the membrane on the bottle repeatedly. It has a needle in it to puncture the bottle’s rubber seal but it usually is shorter than the sides and you wouldn’t be able to puncture the skin with it. multidose adapter
That isn't a cap it's a filter the needle goes through to prevent blood from spilling out.

oh yeah so solarwinds was bumfucked hacked from top to bottom, but since the service name was different dominion is safe.
It wasn't though. A single plugin with < 18,000 installs was uploaded that was malicious.
