The photos are of two different men that were tarred and feathered; John Meints & Nels Hokstad (find a better copy and read the captions). Burnquist was a Republican governor during that period prior to US entry into WWI. The text above his name is in response to the tar & feather incidents in his state, but it doesn't say if it's a direct quote by him.
