To be fair it's not "black people" it's unemployed people who are dependent on the state for hand out. Sure the inner cities may have a higher concentration of them. But the majority have more NEETs overall.

Simply put there is trash of all types white trash, black trash, brown trash, yellow trash, red trash. And government handouts keeps them there. Demoralizing them in a constant state of degeneration.
