That is not the same safety syringe. The one pictured being used doesn’t have a fold up style cover like the one you linked, but instead has one that swings over to cover the needle tip. When it’s in use it should be hanging off to the side of the needle. That being said it’s hard to tell if OP is correct because that portion could be out of the field of view in the photo
This is a Plastic Spacer needed for the shot. VP Pence had one in his picture too, was blue. It seem this vaccine needs to be really cold and can't be injected to deep. So there isn't anything to see here =/
