There was a rumor that the servers were in a CIA facility, and that is why spec ops was supposedly able to get to it. And that some patriots died in a gunfight. Total speculation though. One thing for sure, if it was in any non-government facility on foreign soil, I think more people would have heard about the raid, if it did occur.
Russ Ramsland checks out as a legitimate source. If the server were in a consulate German authorities would not be needed. If it were on German soil a warrant would have to be issued by a German judge. Both are possibilities.
The CIA uses (or at least historically used) the Frankfurt Consulate for operations, including having their own data server there. So that part checks out, however trying to learn about what happened in the consulate is near impossible.

The diagram in this video says the german server is in AWS cloud. Its unlikely they raided AWS and took that server. It would be virtualized and be an image that runs on shared resources. And also not in a CIA facility.

There are 3 Availability zones (functionally self contained data centers) in the region - https://aws.amazon.com/about-aws/global-infrastructure/regions_az/. This means that a strike team would have to come to the area, identified the specific Availability zone the server was running in, then hit that site. AFAIK, while this is in Germany, it is not a German branch of AWS, it is AWS 'proper'. So a strike team would have gone into the site of an American company. If there was in fact a fight resulting in casualties, that would mean that CIA paramilitary were on site, either ahead of time or as a reaction force, to prevent the physical server from being taken. I am assuming this means there was some cooperation between AWS and CIA.
