Paper maps, but you could also spend a few bucks and get Sygic. It downloads whichever states you select on your device or SD card. Doesn't require cell phone towers. It does have traffic routing in the paid version.

I took a trip to Europe once, and had Google Maps, but I forgot that it required an active internet connection to use. So, I had to get a sim with data before I could actually use it.
Since then, I've also bootloader unlocked my phone, installed a third party ROM, and put on MicroG. It's a pain to get installed and working properly, but now my phone doesn't send my information to Google, and I have a lot more control over my own device.
If you don't want to install the Google Play Store, you can install Aurora Droid and/or Aurora Store instead.
Use physical up-to-date maps or something. Don't forget the Tech Blackout a few days after the election. That was only a test of what they are capable of blacking out.

I 95 N to the DC beltway. The follow the signs to Pennsylvania Ave. Its well marked. If that doesn't work.... GET A MAP!

But you have the easiest route to DC. 4E to 95N all the way to DC.
When I used Waze 10 years ago or so, it had a 200mile range limit for routes. Is that still a thing?

That's the one nice thing about being in the north east corridor, I just have to go south and I am sure I can find it.

OSMAND is phone mapping that allows you to download the maps and work completely offline.
And it uses OpenStreetMaps, instead of some proprietary centrally controlled maps.
