MicroG/UnifiedNlp + OsmAnd will still work without an internet connection or sim card.
The only thing it needs to rely on is to listen to the GPS signals being sent out by the satellites.

Or depending on your phone, it should also be able to listen to the GLONASS or BeiDou signals, too. Not just GPS.

Waze gave me an error when I typed "Washington, DC" from somewhere else in Florida, but did give me Arlington, VA. When I clicked "Washington, DC", it then worked...

Paper maps, but you could also spend a few bucks and get Sygic. It downloads whichever states you select on your device or SD card. Doesn't require cell phone towers. It does have traffic routing in the paid version.

take a paper map with you - get an atlas and study it beforehand

if roads are accidentally on purpose blocked/shut down, you're going to need alternate routes

I've been using OsmAnd on my phone. You download your maps ahead of time, and can use the app totally offline.

I took a trip to Europe once, and had Google Maps, but I forgot that it required an active internet connection to use. So, I had to get a sim with data before I could actually use it.

Since then, I've also bootloader unlocked my phone, installed a third party ROM, and put on MicroG. It's a pain to get installed and working properly, but now my phone doesn't send my information to Google, and I have a lot more control over my own device.

If you don't want to install the Google Play Store, you can install Aurora Droid and/or Aurora Store instead.

OSMAND is phone mapping that allows you to download the maps and work completely offline.
