Hold off until the night before.
If he gives SCOTUS time to overrule him like the activist leftist tools they are, they will. But this is a good strategy for him to have pocketed.
Part of me believes this is part of a plan to invoke martial law

Problem is with that, law enforcement will know the crowds are coming, and will have traffic barricade several miles out.
