The Army has to follow what the POTUS decides. The political apparatus of the Military has no say and they can be removed and replaced with those that obey.
They said there is no role in the military deciding an election. That is true. However, it is not about Trump or an election. It is about foreign interference, upholding the constitution, their oath of office and treason. The election is a coup.
I think reading too much into this. The original report of General Flynn and Sidney Powell in the oval office said military options were discussed and ruled out.
The military would of course be loathe to use martial law -- there are risks in doing so. Now, the military has to follow a constitutional order, true, but they may have been asked their opinions first, and I would expect them to be loathe to want to do so. And that opinion could be ran as just this very sort of headline.

The Army issued the statement of Friday, which appears to predate Flynn and Powell’s meeting with GEOTUS.
