I don't know law at all, just a little bird law. But Powell wants Dominion to sue her. Maybe Trump is putting this out there putting more pressure on them to sue her. If they do sue her, that would prevent her from being special counsel? But then she gets the "discovery?" related to Dominion she seems to be in search of. This could be bait. If it wasn't bait, I think Trump would have been more definitive with his statement. Maybe he has some one else in mind as the special counsel.

If you can think of this plan (discovery), Dominion can think of that plan too. So I don't think it's a strategy by Trump and Powell to get discovery.
