Most of the people posting here about the EO don't seem seem to understand that. The president doesn't need to activate an EO that he created himself two years ago to act. His hands aren't tied if Ratcliffe fails to deliver some report on time. The report is just a formality and will be used to justify the president's orders, but he will give those orders either way.

It’s not so much about “activating” the EO, but rather about revealing what he found from the EO.
Trump could save the entire US and we never know what was in that report.
