The traffic jam alone would gridlock the entire east coast, since all the major highways go through that area. Even 5 million in DC, especially if they were on the road and random vehicles in strategic spots coincidentally broke down would effectively bring the area to a standstill for hours and hours if not longer.
For perspective, decades ago I went to a Police concert in Foxboro MA. The stadium seats 68K people or so, and the concert was sold out.
The stadium is about 30 miles from Boston proper. The gridlock started about 15 miles from the stadium, and it took us over 5 hours to go 15 miles. Not to mention we were parked in the farthest lot out, so we had to walk about 2 miles...
