people willing to lie to accomplish their goals don't care that they are lying. Most of them know what truth is, and what is the truth; they just think they can better accomplish their goal with a lie and don't care.
I think that's pointless, as they know what the truth is but are willing to ignore it and lie about it. You have to neuter them by removing them from positions of authority and potentially jailing them.
The flaw with truth is it can be lied about Me until proven otherwise.
