This is doubtful. There really isn't any way to keep Biden out of the White House beyond martial law. A lot of pedes are going to DC regardless to keep him out in a couple weeks. Fear is a powerful motivator.
Most of the battleground states have Republican majority legislatures. Its not likely that Trump would do that under those circumstances. In fact IMO that is not an immediate strategy.
