I think he's sending messages to cowardly judges. It they are terrified of riots, like john roberts seems to be. Trump wants to show the that a riot it the least of their worries. Marshal law be make justices completely useless. It will make law enforcement completely useless and under a microscope. If the military runs new hand counted elections the whole system become useless. I think that what they are really afraid of.
