The problem with your scenarios is that they both require Pence to make an unprecedented argument about his own powers in this system to ignore certified electors and choose his own, or in some way disrupt this process to turn the election to Trump.

This scenario (below) is covered by 3 U.S. Code 15 - if the house and senate don't agree within two hours, the official slate remains in place. Tie goes to the official electors. There is no "running out the clock" scenario to reach a House vote on the President.
